The reasons for fencing at the beach are many. It's primary raison d'etre is preservation. When the winds pipe up, the "snow fence" comes out. The fence catches the sand in the winds and lets it gather, keeping the beach sand on the beach. It reminds us that the beach is fragile and needs help to stay put.
